A fire broke out in the Andhra Pradesh High Court building in the wee hours today.
The fire started around 0400 hours in the second floor of the court which houses library and lockers of the advocates, fire brigade officials said.
Over 10 fire tenders extinguished the flames after battling it for about five hours. The fire spread fast as the building has a predominantly wooden structure.
The cause of fire is yet to be ascertained.

Galileo's telescope reaches 400th anniversary
It is 400 years since Galileo Galilei demonstrated his telescope, which would lead him to make new astronomical observations.
While many people have been loudly celebrating this year's double commemoration of 200 years since Charles Darwin's birth and 150 years since the publication of On the Origin of Species, another scientific anniversary has crept up relatively quietly, marking an event which arguably changed human thought and the way we see ourselves even more irrevocably.
Exactly 400 years ago today, on 25 August 1609, the Italian astronomer and philosopher Galilei Galileo showed Venetian merchants his new creation, a telescope - the instrument that was to bring him both scientific immortality and, more immediately, a whole lot of trouble.
A refinement of models first devised in the Netherlands, Galileo's slim, brown stick was puny even by the standards of something one might buy in a hobby shop today. But his eight-powered telescope, and the more powerful models he soon produced, when pointed skywards led Galileo to a series of groundbreaking conclusions.
The moon was not, as long believed, completely smooth. Another planet, Jupiter, also had moons. Meanwhile Venus showed a range of moon-like phases, something which could not happen if both it and the sun orbited the Earth.
This latter phenomenon had been predicted by Nicolaus Copernicus when, nearly a century before, he had proposed the notion of a planetary system with the sun at the centre, not the Earth.
Galileo's discoveries were, perhaps predictably, not best welcomed by the Catholic church, and he spent the final decade of his life under house arrest.
It was certainly a revelation which upset the orthodoxies - and the churches - at least as much as Darwin's, and perhaps merits a bit more of a fuss, although museum-goers in Philadelphia and Stockholm can view one of Galileo's very early telescopes, on loan this year from Florence. A good deal more people are likely to be alerted thanks to Google's day-long adaptation of their main page logo to a Google Doodle in honour of the event.

The 10th year of the 'blogger'
A personal diary or a daily pulpit; a collaborative space or a universe of rumours - attempts to define the blog probably outnumbers its roll call on the web. And 10 years down the line, it’s growing and mutating into different avatars.
Never mind the different definitions. The blogosphere is basically can be seen as a popular online venue for coffeehouse conversation in text. A decade ago, Peter Merholz jokingly split Jorn Barger’s nerdy term ‘weblog’ into ‘we blog’, which then simply became the ‘blog’ we know today. This happened with Evan Williams’ launch of ‘Blogger’, a web-publishing software exactly 10 years ago today. Later, Williams was to found Twitter.
But the blog has changed much from the early days. "The first blogs were text-based; there were no videos or pictures," explains Ashish Chopra, director of communication and PR of the Indian Blog and New Media Society. "As the net bandwidth increased over the years, the content also became rich."
Simple text has given way to photoblogs, vblogs (videos), moblogs (posts from mobiles), audio bogs, podcasts, microblogs and more. Blogs have gone from being personal diaries or opinions to first-hand accounts of breaking news stories and other matters. "The earliest bloggers wrote on technical stuff. Now the content is diverse - films, celebrity diaries, fashion, religion, cooking, marketing and politics," adds Chopra.
India’s earliest blogs were probably posted in 2001, he says. The Indian capital’s first blogger group, Delhibloggersbloc.com, was founded by Priyanka Sachar who goes by the name of Twilight Fairy. She recalls, "When I started my blog in 2003, I did not tell colleagues, just close friends. Few knew the term ‘blog’. We had to spell it out." It was a small community and everyone knew each other. "Now, blogging is the ‘in’ thing," she says. Many of the original bloggers have stopped - it was a hobby and they simple gave it up. "Now, it’s different; people are making a livelihood from blogging," says Sachar.
The profile of the blogger has changed as well. From 20-somethings with loads of free time on their hands, to senior citizens, housewives and even young children. The Indian blogger is on a par with the global trend, says Chopra and many feature among the world’s leading blogs now. Renie Ravin, founder of the 10,000-member Chennai-based blogger network Indiblogger.in, says the Indian blogger appears more mature now.
Blogging has also diversified into various Indian languages. This was borne out by a 2009 report on the state of the blogosphere by Ravin and Gaurav Mishra of 20:20 Web Tech. Based on a survey of 7,895 blogs, it showed that 92% of Indian bloggers use English; Hindi is the most popular Indian language (52%), followed by Tamil (19%), Marathi (9%), Telugu (7%) and Malayalam (5%).
But in the final analysis, the fate of a blog depends on the content. "If you don’t have good content, people will not come back to your blog," says Chopra. "Have a blog with a specific focus," advises Ravin. Sachar says it helps if there is audience interaction.
With improving bandwidth and widening net access, Indian blogs are sure to multiply. But will they improve in quality? "We will see more convergence of services. Friendfeed is already doing that by aggregating content and updates from blogs, social networking sites, etc," says Chopra.
The newest trend is micro-blogging, but the downside, says Sachar, is that the "frequency of blogging has come down because we say everything in short messages." But those who keep a sharp eye on the blogpulse will continue to twitter and chatter because, as Sachar says, "it’s like a cellphone. Soon, it will be strange not to have one."

The Swiss star played up to his No. 1 ranking Sunday, beating Novak Djokovic 6-1, 7-5 for the Cincinnati Masters title and plenty of confidence heading into the Open, which he has won each of the last five years.
Federer's goal in Cincinnati was to work off the rust from a brief layoff during his stellar season. He won his first French Open championship and an epic Wimbledon match against Andy Roddick for his record 15th Grand Slam title, then took time off to become the father of twin daughters.

RBI limits free use of inter-bank ATMs
Barely five months after the service charge on using automated teller machines (ATMs) of other banks was scrapped, it will be re-introduced if someone uses this facility more than five times a month, a high-ranking banking sector official said here on Friday. Also the Reserve Bank of India has said that not more than Rs 10,000 can be withdrawn each time they are used.
The apex bank has sent a communication in this regard to Indian Banks' Association (IBA) and this is expected to be implemented shortly, IBA Chief Executive K Ramakrishnan said.
The Indian Banks Association (IBA), the representative organisation of private and public sector banks in India, has proposed that instead of allowing an unlimited number of free transactions at another bank's ATM, there should be a limit of up to five free transactions a month.
"Beyond five transactions, we propose to levy a transaction fee of Rs.20 per transaction for using another bank's ATM," said IBA deputy chief executive K Unnikrishnan.
The Reserve Bank of India (RBI) has accepted the IBA proposal, but it will be implemented only by October, Unnikrishnan said on Friday.
An RBI spokesperson confirmed the development.
"It will be optional on the part of the banks to levy this charge on customers. We have not made it mandatory but left it to their (banks') discretion," Unnikrishnan said.
He explained that since the RBI's permission has been taken, it would not be improper on the part of banks to levy the charges if they wanted.
There are a little over 40,000 ATMs in India, of which nearly 30,000 are in urban centres and metros. The remaining 10,000 are in semi-urban centres with only a sprinkling in rural areas.
There are around 80 public sector, private, cooperative and foreign participating banks in the ATM network in the country.
After the ATM transactions fees on using other banks' ATMs was scrapped in April, the IBA studied the entire gamut of ATM transactions.
"We found that a majority of the ATM transactions were in the range of average withdrawals of Rs.3,500-4,000, and 90 percent of all transactions were below Rs.10,000. Hence, the intended purpose to serve the common man was achieved," Unnikrishnan said.
However, there was a small minority of users who withdrew very large sums on account of high card limits given by some banks to privileged customers.
At the other extreme, there were some customers who withdrew miniscule amounts, or made other kinds of inquiries. This created several logistics problems causing avoidable expenditure for banks at the cost of the common user, he said.
Taking into account these and related aspects, the IBA submitted a proposal to RBI last month.
"We shall give sufficient notice to the customers before implementing it, and individual banks can also inform their customers about the proposal and whether or not they would charge their customers. It will give time to effect suitable modifications in the ATM programmes to implement it," Unnikrishnan said.
